On Feb 3, 1999, Executive Order 13112 was signed establishing the National Invasive Species Council.

On Feb 3, 1999, Executive Order 13112 was signed establishing the National Invasive Species Council. The Executive Order requires that a Council of Departments dealing with invasive species be created. Currently there are 13 Departments and Agencies on the Council.

I have tried to have the feral cat ranchers put under the endangered species act and the invasive species act. No one will listen. The feds have ruled feral cats do not fall under either. Seems they may not like litter boxes any more than the rest of the cat owners who let their cats run loose to trespass. So much for Love thy Neighbor and Do Unto Others. One more of life's rules cat owners ignore.
